Issue Description: In the User City Report, the Admin Panel correctly displays the report header and “No Records Found” message when no data is available. However, the Mobile view displays only the pagination section and the report appears empty.

Steps to Reproduce:

Open the mobile app.

Navigate to Reports → User City Report.

Open a report with no available data.

Actual Result:

Only Items per Page is displayed.

Report header is missing.

Total, Owner, User City columns are not displayed.

“No Records Found” message is not shown.

Page appears completely empty.

Expected Result:

Report header should be displayed (Total, Owner, User City).

When no data is available, “No Records Found” should be displayed.

Mobile view should match the Admin Panel behavior.
